The requirements included being readable on smaller phone screens, not using software that was not compatible on mobiles and having links spaced out to make searching on mobiles easier for users.

I think this is definitely the way to go to force websites to be mobile-friendly websites. We shouldn’t torture web users or web customers to scroll so much. It’s pretty annoying IMO.

So please make sure you have a mobile-friendly website! Or ask a web developer to make your website mobile-friendly!
